FDIC’s Part 328 Final Rule

The FDIC’s Part 328 final rule on signage and advertising is designed to clarify and enforce deposit insurance disclosures for financial institutions. The FDIC's rule requires all insured depository institutions (IDIs) to display official FDIC signs prominently at any physical location where deposits are accepted. This rule also extends to digital platforms, mandating that the official FDIC sign and status indicators be visible on all banking websites and apps where customers manage deposits.

The final rule stipulates that IDIs must differentiate insured deposit areas from those offering non-deposit products, like securities or mutual funds, using clear and separate signage to prevent any misunderstanding of FDIC insurance coverage. Additionally, the rule includes provisions for electronic signage in digital and physical locations to meet display requirements. Deposit Insurer Setting

Your institution can specify which deposit insurer you use, but the signage differs depending on whether the user is accessing the web app or mobile app and whether they are using Digital Banking or Account Opening. Narmi controls the logos used and their placement in accordance with guidelines from the governing bodies.

To edit the deposit insurer, go to the Admin Platform > Configurations > Institution Settings > Deposit Insurer, and choose None, NCUA, or FDIC.

For Digital Banking:

  • FDIC – Shows the FDIC logo on the login page and transfer page for web and mobile, and the remote deposit capture (RDC) page for mobile

  • NCUA – No signage for web; shows the NCUA logo on the transfer page and the RDC page for mobile

  • None – No signage for web and mobile

For Account Opening:

  • FDIC – Shows the FDIC logo on the review page for all Account Opening flows on web and mobile

  • NCUA – No signage for web and mobile

  • None – No signage for web and mobile

Note: For an NCUA logo to show on the web app footer for online banking or Account Opening, update the institution setting Member FDIC or NCUA Logo URL with the NCUA logo.

The signage placement differs depending on whether the user is accessing the web app or mobile app and whether they are using Digital Banking or Account Opening.

Digital Banking - FDIC

In Digital Banking for web and mobile, the FDIC signage displays in the following places.

On the top of the Digital Banking login page for web:

On the bottom of the Digital Banking login page for mobile:

On the top of the Digital Banking Transfers page for web:

On the bottom of the Digital Banking Transfers page for mobile:

On the Digital Banking remote deposit capture page for mobile:

Digital Banking - NCUA

Note: For Digital Banking, the “NCUA” setting does not apply to web, only mobile.

In digital banking for mobile, the NCUA signage is displayed in the following places.

Select Transfers > Transfers > View limits and disclosures:

Select Deposit > info icon next to “Check deposit”:

Account Opening - FDIC

Note: The “NCUA” setting does not apply to Account Opening.

In Consumer and Business Account Opening for web, the FDIC signage displays on the “Review” page of all Account Opening flows—Consumer, Business, and Staff-Led.

For mobile web and Consumer Account Opening in Digital Banking in the mobile app, the FDIC signage displays on the “Review” page.
